I have the honour to acknowledge the receipt of your Excellency's letter of 5th September mentioning a report received from the Governor of Hongkong, relative to the attempted assassination of Mr. Shen Tzu-liang, to the effect that every effort has been made to discover the culprits and that an armed guard has been provided for the protection of Mr. Shan's residence and of the staff at the telegraph office. Your Excellency also requests in your letter to be furnished with a reply to your memorandum of

1st August.

I have the honour to state that, having duly received your memorandum of 1st August this Ministry addressed a reply to Your Excellency on 5th September. In taking full measures to protect r. Shen Tzu-liang, the superintendent of the telegraph office, and so enabling present arrangements to be maintained, the Hongkong Government has acted in a truly friendly manner.

regard to the question of the affairs of the telegraph office being temporarily placed under the control of the Eastern Extension Telegraph Company, since the Hongkong Goverment has sent soldiers to guard the office full protection is ensured, and there should be no other cause

for alarm and there is clearly no necessity at present to hand over the office to the temporary control of the Eastern Extension Company. In view of the request in your letter under reply I have the honour to inform Your Excellency

accordingly and avail, etc.
